In order to help assure a consistent understanding of all Head
Start policies and requirements, the Office of Head Start has
established an e-mail address to which questions about policy can be
submitted.
You are encouraged to submit questions on policy
that address the following situations:
- The federal regulations or policies are
unclear or incomplete, leaving an individual or agency unsure of
what is allowed or not allowed, or of what is required or not
required.
- The federal regulations or policies
appear to conflict with guidance provided, or decisions made, by
other sources resulting in confusion about what is required by the
Office of Head Start.
- There are serious, recurring problems
facing grantees and no apparent regulation or policy that provides
a solution or way to go about solving it.
- Changes in the larger early childhood education environment
have resulted in new challenges or problems, with no apparent
regulations or policies for addressing or solving them.
Your question(s) will be considered for
policy clarification and inclusion in this section of the
ECLKC. For your convenience, policy clarifications have been
sorted into categories that reflect the Head Start
regulations. When appropriate, items may appear in more than
one category.
Please note that you may not receive a personal reply to your
email. We are requesting that you include the name of state
you reside in and, if applicable, the name of your program as part
of your email.
Submit all policy specific questions to OHS-PolicyQuestions@acf.hhs.gov.
