The Head Start program is administered by the Office of Head Start (OHS), Administration for Children and Families (ACF), Department of Health and Human Services (HHS).

Grants are awarded directly to local public agencies, private non-profit and for-profit organizations, Indian Tribes and school systems by ACF Regional Offices, the Office of Head Start’s American Indian-Alaska Native, and Migrant and Seasonal Program Branches for the purpose of operating Head Start programs at the community level.
